This article highlights how recent reforms to the auditing and assessment of local public services in England suggest there will be a shift from panoptical to ‘synoptical’ monitoring approaches. This is because the UK Government has abolished its centralised monitoring regime and instead required local authorities to publish a range of financial and performance datasets online, ostensibly so that citizens can hold organisations to account directly. However, the complexity and raw nature of these data, along with the sidelining of professional auditors, will result in most citizens being either unable or unwilling to undertake this task. As such, the proposed ‘synoptical’ approach will not materialise. Indeed, other legislative changes will mean that outsourcing firms effectively become the new, unaccountable observers of local public sector bodies within an enduring panoptical system. Evidence points out that the outcome of accounting change in local governments is not simply a matter of ‘corporate’ resource investments and change management activities to accounting system replacement. This paper examines the link between such corporate-level interventions and the patterns of value creation at street-level. It emphasizes a resource- and capability-driven approach to explore processes and consequences of an ‘embedded agency’-effect assigned to the street-level rationale of public service improvement. Considering a logic chain of cause-and-effect sequences, the data analysis provides evidence that corporate and street-level interventions are unique dimensions to signify the multiple patterns of accounting change in local governments. The supplementary effect of cross-functional relationships is also distinguished, considering the relational archetype as a mechanism to explain the emerging outcome state. Recognizing the distinction and the sequential effects of relational archetypes induces a refined typology of accounting change according to its processes and outcomes in local governments. We discuss the implications of an alternative to the efficient market hypothesis (EMH) the adaptive market hypothesis (AMH). The AMH advances a theoretical basis for a new financial paradigm which can better model such phenomena as the recent financial crisis. The AMH regards the financial market order as evolving, tentative and defined by creative destruction in which trading strategies are introduced, mutate to survive, or face abandonment. The concept of investor rationality is less helpful than the distinction between investment strategies which are more or less well adapted to the prevailing market environment. We outline how a more systematic and grounded basis for behavioural finance can be developed in line with the latter approach. Based on this we develop testable hypotheses allowing the AMH to be distinguished from the EMH. Finally, we discuss how the AMH can aid our understanding of important issues in finance. A central insight is that in the survival of richest, as opposed to fittest, implied by the AMH there is much room for misallocation of resources as price and value uncouple. According to Gibrat’s Law of Proportionate Effect, the growth rate of a given firm is independent of its size at the beginning
of the period examined. While earlier studies tended to confirm the Law, more recent research generally rejects it. This article
reconciles these two streams of literature, taking into account the role of market selection and learning in reshaping a given
population of firms through time. Consistently with previous studies, we find that Gibrat’s Law has to be rejected ex ante,
since smaller firms tend to grow faster than their larger counterparts. However, a significant convergence toward Gibrat-like
behavior can be detected ex post. This finding is an indication that market selection “cleans” the original population of
firms, so that the resulting industrial “core” does not depart from a Gibrat-like pattern of growth. From a theoretical point
of view, this result is consistent with those models based on passive and active learning, and can be seen as a defense of
the validity of the Law in the long-run.

This paper exploits the unique case of European market integration to investigate the relationship between integration and price convergence in international markets. Using a panel data set of car prices, we examine how the process of integration has affected cross-country price dispersion in Europe. We find surprisingly strong evidence of convergence towards both the absolute and the relative versions of the Law of One Price (LOOP). Our analysis illuminates the main sources of segmentation in international markets and suggests the type of institutional changes that can successfully reduce it. 相似文献

财政的法治化是公共财政建设的重要内容.本文讨论法治化财政的理想指标体系,并结合中国现实,对中国财政的法治化进程进行定性评价.理想的财政法治化指标体系至少应涵括六个方面的内容:财政的民主立法、财政的法律至上、财政法律体系的完备(健全性)、财政的权利保障度、财政的司法公正、财政行政行为的受约束程度.中国财政立法奉行了民主立法原则,但民主立法进程仍需进一步加快;财政行为的法律至上度有待进一步提高;财政法律体系虽已覆盖财政各领域,但立法层次低,立法质量不高,法律体系尚不够完备;财政的权利保障度和财政司法的公正性正在得到逐步改善;财政行政行为已经有了各种各样的法律约束,但是财政法律体系的不健全从根本上影响了约束程度. 相似文献

经济全球化对各国海关的最大挑战就是如何处理好海关有效监管和便利贸易之间的矛盾。20世纪90年代以来各国海关法纷纷进行改革以适应经济发展需要。改革的主要内容包括:改革海关组织和通关程序,实现快捷通关、促进贸易发展;合理分配权利和义务,满足通关效率的需要;海关法的立法体例凸现通关制度的模式等。海关法的渊源则表现为国内海关法的国际化、国际海关法的国内化、区域海关法的兴起等特点。中国海关法应进一步完善海关法律体系,以适应经济全球化的挑战。 相似文献

This research examines empirically the relationship between economies of scale, concentration, and market power in food retailing. With unique, local market data available Finland, the analysis could investigate the impact of both local concentration and industry-wide concentration (which can be interpreted as multimarket contact) are taken into account in the evaluation of grocery retail competitiveness. The results show that the main factor affecting market power is the size of the retail firm. Larger share grocery retailers, for both the local and the national markets, carried higher mark-ups. At the same time, no firm-level scale economies were found from these larger firms. I conclude from these findings that the main purpose of large grocery retail mergers is to gain market power not efficiency. 相似文献
